E肯定是对的,但是D看来看去也觉得有可能
因为私有化使得国有企业变少,如果D情况存在的话(作者的assume)则罢工就变少了,跟原文一致,我怎么觉得自己想不出排除的原因

I think the explaination makes it clearly that we should exclude the wrong selections containing those not-mentioned stuff--labor discruotuin in stated owned company and private company is not compared in the passage. Additionally, the key point(1st sentence) in the second paragraph is to tell readers, the privatization process enhances the opreation performance of companies. The labor discruption is just cited as sample to support the main idea. Taking it further, understanding passage structure plays a great role to judge what the question is asking about and definitely helps us to find the correct answer efficiently.
