从原文我们看出,发射新得卫星费用上升(因为。。。),所以有人提出一个做法,就是让现有卫星做更多工作(来解决费用上升问题)

C指出 卫星做得工作越多,越容易损坏。结论就是 越需要发射新得卫星。总之,费用上升
