Press Secretary: Our critics claim that the President’s recent highway project cancellations demonstrate a vindictive desire to punish legislative districts controlled by opposition parties. They offer as evidence the fact that 90 percent of the projects canceled were in such districts. But all of the canceled projects had been identified as wasteful in a report written by respected nonpartisan auditors. 终于想通了，供你参考：

B取非：报告里认定的是浪费的工程中，大部分的工程在总统政党所控制的区域。

原文：90%被取消的工程在反对党控制的区域。

也就是说，按比例的话，取消的应该很大部分是总统政党控制区的项目，现在却取消的基本都是反对党那边的，说明总统有偏见，是出于政党派系的考虑。所以，取非削弱。

我就始终不清楚为什么老是要取非！搞得很复杂。语言逻辑学里是有逆否命题成立。

A=>B 报告里认定浪费的计划高速工程，并不是大部分在总统政党所控制的区域的工程。

B- => A- 大部分不在总统政党所控制的区域的工程并不是报告里认定不浪费的计划高速工程

也就是 They offer as evidence the fact that 90 percent of the projects canceled were in such districts.的重复而已。

重复前提条件是不能当作假设的！

我个人理解，就是要说明总统是公平的么。虽然90%的反对党地盘的项目取消了，但是是有第三方认证的。

D的答案我觉得有道理。说明第三方的标准是统一的。总统地盘取消的项目造价不比反对党地盘的高呀。
