这题很明显啊。是他因削弱。

题目说政府取消关税－农民的腰果都卖往国外－工厂失业增加

E说农民由于种田不赚钱了因此都不种田了，那么加工腰果的厂就没东西加工了，肯定要失业。

请问您的问题是什么呢？

E says that even if you matain the traiff on the cashew, there will be more farmers swarm into the city and broe down the plan set by government who wish to reduce the unemployment situation.
