请问各位大侠,这道题为什么选B?

这道题有点错误. 应为paid its reporters an average salary( much lower than that) paid by its principle competitors to their reporters.  

报纸对记者工资低的解释是: 差距部分可由培训弥补. 而这些培训是体现在日常工作的委派上的.
B是对其解释的削弱: 大部分的记者都已经在那工作了10年以上, 也就是说培训已足够了.
