答案是B,不太明白啊

B说这个restriction起作用是在很多年前的事情了(言外之意,这些年来,由于这个restriction相对太高而无法发挥作用).B等于是在说该restriction这些年没有办法起作用.不起作用取消不取消都不会造成什么影响了.(注意本题的结论是说取消能够让其他的物种恢复)

该规定导致snow geesing的猎杀比正常时间提前那是好多年前的事了.

这是一个独立主格结构. hunting season for snow geese是逻辑主语.

PS:我的语法理论水平也就这么高,说不定部分语法词汇给写错了,见谅. 希望能够看得懂我的表述.
