GWD-3-2: Kernland imposes a high tariff on the export of unprocessed cashew nuts in order to ensure that the nuts are sold to domestic processing plants. 我觉得是C,
题干说,虽然不提高关税,会使种cashew的人受益, 但却会使失业率增加,(免关税的话,没人卖CASHEW到加工厂,加工厂没生意了,也不会招人工作了),所以现在的高关税是必要的.
C说种cashrew的人比加工cashrew的工人要多.
换句话说,如果种cashrew的人,和加工cashrew的人,政府必须损害到其中一方的利益的话,我们只能选损伤最小的.
