D： "that was required by earlier high-yielding varieties" 单数was表明只修饰 irrigation。不合句意。

E 当然就是解决了d的问题。

In D, was is modified to the application , not the irrigation.

commercial fertilizer and irrigation is what the farmer applied.

总之，这个was只能modify either application or irrigation. However, the real meaning of the sentence is to use the that-clause to modify both application and irrigation， which E do well.

1\ irrigation and application are also noun that both have verb meaning.. 所以要并列也只能他俩并列。。

2\ that "were" 复数只能修饰 irrigation and application 一起，同时也消除了 A and B of C 和 A of B and C的歧义。。。以及消除了 A and B by C 的歧义修饰关系。。
