I must say that the competition is extremely intense in the decent Finance Ph.D. program applications.
I will suggest you to apply for a Master degree in Math, Statistics, or Economics in a "top" U.S. school first. Hopefully, you can get some scholarship from these programs.....
After you are enrolled in these program, you should get a solid training in math, statistics, & economics, Ph.D. level courses will be a plus. And, high grades are necessary. Please also pay attention to the courses provided by famous professors, since your recommendation letters will rely on them. The shining name of referees will be very, very important.
I also suggest you to do some original research, or research assistant work in related areas you are interested in if you have a chance, you can actively discuss such issues with the prof.s when you are in these schools. Before you contact these Prof.s, please do do your homework, such as, reading their papers and related papers etc.
Then, please polish your spoken english. That's essential.
Good Luck. Regarding to your Mphil. application in HK, I believe you have a very good chance.
Don't apply Master in Econ in US if you want to pursue a PhD. Go to Canada, where the programs are much better and you also can afford it.
Most of Master in Econ in US are professional orientied. In Canada, they are academic oriented.
