As my experience, 1.My goal is to complete this work.
2. Completing this work is my goal.
3.To complete this work is my goal
I heard 1&2 in English communication. Seems no memory of 3 while communicate with native English speaking persons.
Comparing 1&2, 1 is more often used than 2.

Manhattan里面说不定式一般要后置，改成it is my goal to ....
