1，在资源稀缺的行业来说，公共所有权比私有产权更有效。例如，煤矿，石油等，公共产权会更加着眼于长远的有效性，更注重可持续发展。

2，在公共服务性行业，例如消防邮政等等，公共产权会更注重公平服务和福利的平等性，而不是利润最大化。

私有化会有利于盈利，但不一定有利于社会福利的提高。
