问题有二：
1、C中的restrain不是“限制、抑制”的意思吧，如果是的话，C句岂不是说“父母限制4岁以下的儿童做安全座椅？”查了字典，没有找到合适的意思呀！

restrain 的意思是“把……限制在某个范围内”

be restrained under four years of age会让人误解成：把孩子限制在四岁以下，不让他们长到四岁以上。因此OG说D、E选项中的语序是不合适的。

简单理解，修饰的部分最好紧跟要修饰的部分，这个GMAT经常考到，否则就会confusing。

这个你如果强行用中文去理解，可以想成restrain是限制xxx的活动，而不是你写的中文的那样，会被误解为不让小孩做safty seat。
可以翻译为：
田州法规定要求父母强制四岁以下的小孩坐在安全椅上。
