Of course the answer is D,if you use "had been allowed to dump" to modify municipalities, you are implying that "this action of dumping" is no longer allowed but just was allowed before 1972, but actaully, this kind of action is always allowed, only the amount varies from now and then.
The Verb terms have many implications.
D has some huge logical problems, In the next version, I think the OG will change its answer to A.
