What I remember is that a subjunctive should be used when the clause was introduced by rule:
But why following sentence is correct?:

In
a 5-to-4 decision，the Supreme Court ruled
that two upstate New York counties owed restitution to three tribes of Oneida
Indians for the unlawful seizure of their ancestral lands in the eighteenth
century．

rule that....不用虚拟语气，白勇语法上强调的。

好象只有ORDER，COMMAND，REQUEST，MANDATE用吧（好象还有一个，忘了）

rule that之後的句子，是否為虛擬，依句意判斷，可為虛擬，可為事實。以下的句子皆是正確的:

The court ruled that the evidence was admissible.法院判決該證詞可採信。

The judged that she should have custody of the children. 法官裁決她應該擁有孩子的監護權。

第一句為直述語氣，敘述的是一件事實。

第二句為虛擬語氣。
