they in A is ambiguous and the structure is awkward; so B.

不过我不理解the brain trust中trust什么意思？

brain trust是智囊团的意思

我觉得A当中，and social security that were in large measure what they had been responsible for中的they有歧义。可能是指这两位ladies,也有可能是指brain trust当中的其他人。

而B就避免了这一歧义的出现
