我想应该是that作为grain的指代词，在farmers are to be allowed to grow中是做grow的宾语，根据语法规则，此时that是可以省略的。
这个句子的关键是平行结构，其次是enable sb. to do sth..

我的理解，严格按照GMAT的语法规则，written English应该不可以随便省略指代词that（宾语从句OG是一再明确的），只能解释成该答案是最优选择。

类似的还有OG 11th 5:

As its sales of computer products have surpassed those of measuring instruments, the company has become increasingly willing to compete for the mass market sales it would in the past have conceded to rivals.
