i think B means those 3 guys are the first passengers of that kind of car. and by this ride, they will go to DC. E means those 3 are the first passengers of that kind of car that targeted DC. there might be some one ride same kind of car before them, but not on that route.
does E sound that weired?
the reason I discarded B is the "who" clause is ambiguous, does it describe all the 3, or just the governor?
BTW, is there another GMAT rule that "that" can't lead the clause for a human? although A is wrong in the "had been travelling" part
