题干结论:it is a waste of money to order follow-up x-rays of ankle fracture initially judged stable.

为了证明follow up的确是浪费钱
只有C: 不同医院里的不同医生的initial X-ray都被review过,证明initial X-ray的准确率很高,的确不用review,review是浪费钱 (加强结论)
