我觉得visitors touch exhibit 这件事才是ACTIVATE的主语，我选C

我也觉得应该是"encourages visitors to “touch” each exhibit"做thereby activate的主语,但提供的答案是D,似乎认为victors是activate的主语，想着有点别扭．
