"Under" can not be put in 后面句子.

It should be "under the protocol"

谢谢mbz大虾回答我这么土的问题，可是这里不是定语从句么？介词＋which中的介词不是都是从后面的定语从句中的某个位置提前上来的么？

这个地方不一定要是固定搭配。看句子的结构：The agreement is a protocol, under which
相
当于under a protocol，或者为了便于理解：under the
agreement。在这个协议之下，我们中文也常常这样说。Longman上的固定搭配经常是某个词后加介词，在前面加介词的就不一定写出来。但是你可
以看看longman里面和protocol经常搭配在一起使用的词里有没有under
