答案是B，没有弄明白。B中的privately funded schools和when economy has been strong都让我觉得它是无关项。我觉得A正确，因为A说目前的“学生老师比”比最近一次Recession时还高，也就是说老师的相对数量目前比Recession时还少，这样就是说，即使没有新的立法，也不可能再减少老师职位的数量。

题目说的意思如下：

一般来说，在经济不景气的时候找工作很难，因为此时大多数行业都要裁员；而对于公立学校来却能够提供更多的工作。原因是经济不景气，收入减少，很多家长将学生从收费高的私立学校转到免费的公立学校，增加了公立学校的学生数目，此时公立学校就需要招收更多的老师，因此此时公立学校能够提供更多的岗位。

简要的说：公立学校的在校学生人数与经济繁荣成反比

A选项，不对，因为实际上学生与老师的比例一般变化不大，因为学生多了老师就要多，学生少了老师就把多余的老师开掉，即使不开，这个时候学生/老师也是比经济不景气的时候小。
