D: and前后不平行

我觉得是指athletes 如果指programs 句意上说不通而且指代太远了

逻辑上来说也应该是athletes,programs怎么能prepare international competitions？

怎么这里又不存在歧义了呢？

是不是可以这么理解：当指示代词跟它的名词足够近，并且中间没有其他名词来混淆的话，即使句子前面还有名词可以指代，也会认为这个代词就是指代它前面的名词，而不存在歧义的？？？

我怎么觉得them就是指代athletes啊？请问ivyqxx认为指代谁呢？
