这题A ,有过好多讨论，LZ可以试着搜索一下老贴。

the local catch was 9,000 tons below pre-1992 levels. It is therefore highly likely that the outlaw fishing boats harvested about 9,000 tons of lobster illegally that year（指1996年）.

如果说比之1992年少了9000吨，就认为1996，这9000吨就都是非法捕捞的，就说明，1996年和1992年的的捕捞量是基本持平的。非法捕捞没有在这几年造成很大的损失。

A怎么解释啊,that 后面不是说sharply declined了吗? 迷惑..
