B ambiguous: reflect... in order to avoid recession?
rather than > instead of, here of is prep, so, rather than ( as a conj) is better
but here, instead, i think, is a adv.

为什么earlier in the year用的是过去完成时，在一个一般现代时的句子里，涉及到过去的时态，用feared不就可以了，为什么用had feared哪？
