26. According to some analysts, whatever its merits, the proposal to tax away all capital gains on short-term investments would, if enacted, have a disastrous effect on Wall Street trading and employment.
(A) its merits, the proposal to tax
(B) its merits may be, the proposal of taxing
(C) its merits as a proposal, taxing
(D) the proposal’s merits, to tax
(E) the proposal’s merits are, taxing
proposal to do something
The committee put forward a proposal to reduce the time limit.

It provides a basis for excluding as unacceptable one obvious alternative to the proposal of fining owners of burglar alarm systems for false alarms.
可以这么理解吗?proposal to 优先proposal of doing?

我觉得还应该考虑前面是whatever its merits,还是whatever its merits may be,不过这一点我也没把握,期待大牛指点中...

12. Darwin was not the first to advance a theory of evolution; his tremendous originality lay in the fact that he proposed the idea of natural selection as the means by which evolution worked.
(A) lay in the fact that he proposed the idea
(B) lay in the fact of his proposing the idea
(C) laid in the fact of his proposing the idea
(D) laid in his proposal
(E) lay in his proposal
proposal for
the government's proposals for regulation of the industry
proposal to do something
The committee put forward a proposal to reduce the time limit.
proposal to do sth.
Proposal for sth.
我觉得这两种说法都可以,但是意思有细微差别, to do sth的是在说proposal的内容,而for doing sth.
proposal of doing sth好像不是很好。
Great! agree with dandan74! thanks

Whatever Eisenstein's overall plan may have been, in its current form her study suffers from the limited nature of the sources she depended on.

只有proposal of marriage的讲法(也许可以说proposal of marrying me. hehe...)
proposal for/proposal to do something是正解
(B) its merits may be, the proposal of taxing
而且B里的may be不简洁.
whatever its merits
whatever its merits
