因为这里是虚拟，should be,省略了should.

to be tested means an action, but being tested means a continuous process. In this case, using an action to modify the population will be more ideomatic.

刘振明语法书 52页有解释这个题目。

* It is important (adj. essential, imperative,necessary ect.) + that 用虚拟。（不用加 should）

想请问这题的另外一个问题

a population to be tested ，这里to be tested 是作population的修饰成分嘛？如果是的话，OG里面是认为不定式(to do)结构不能作修饰成分的啊

目的状语本身没有任何问题，但是，这道题如果连接目的状语，其主语岂不成了shields了。我们可以说‘某某人作xx，是in order to xx’，但是却不可能说‘一个桌子，是为了保护人类’。逻辑上不通。
to do 在这里若紧跟句子，前面没有逗号，是可以的，可做定语成分，不定式做定语要紧跟修饰的名词,这里不符合
