A和C两种不同的意见 我觉得从不同角度好像是也都有道理 （本人语法很不N的说）

C 中的are not named 与主句时态矛盾。

on condition that ...根据需要可以用动原表虚拟语气、一般现在时、一般过去时。本题的主句时态决定了答案。
