我觉得是因为 Call for 在两个句子里的意思是不一样的。
在207中“call for”是“要求，需要”的意思，作为此意思的时候，
没有call for sth to do这样的用法。
在OG的解释中“call for”是“借助.....之力”的意思，那么“to explain”应该理解为不定式短语作目的状语
call for 这个题我觉得很有意思，call for 翻译做“需要” ，we call for sth.
但是题中怎么还来了个并列呢？ call for sth and for sth? 哪里又这样的用法啊？
