这个因为that后面修饰一大串东西,而原句make sth sth,这个sth是一大串东西,必须用that限制性定语重句来表示,另外A有个致命的错误,就是than前后比较的东西是某个时间,但是应该是比较cars

C中 that are more fuel-efficient 做cars的定语

D中more fuel-efficient small cars 改变了句子原意，their指代出现歧义
