According to a survey of graduating medical students conducted by the Association of American Medical Colleges, minority graduates are nearly four times more likely than are other graduates in planning to practice in socioeconomically deprived areas.

I understand the above answer is A, due to parallelism. However, I recently found another similar question but the answer is without the verb "to-be", the answer is B as the below picture. Please help me to explain why the above question needs an "are" and the below does not need a "was".

A is XXXX more than B (be) 因为前面是一个主语,Be,形容词/副词结构,因此后面的be是可以省略的,因为不会认为是XXX和B比较的歧义

if so, then why the correct answer is the first question is below:
Peter is four times more likely than is Mary in planning....
and the GMAT offical answer for the GMAT's question is below"
Paul was twice more likely than Andrew to be employed.
is that because there's no other better choice in GWD33-1 Q1 than A? and A is not grammatically wrong?
