health problem 是由 health care 机构来治疗,所以抽烟的人多了,政府会亏钱,但是如果执行法令的话,抽烟的人少,政府不用支出那么多,可以省钱,虽然少卖出烟草会让政府亏钱,但是毕竟可以节省一部分health care的支出,所以削弱
关键是看出health problem 和 health care的联系,我做到这题的时候完全一头雾水。。。
