答案是A，解释是sessions, tests, seems 是并列结构，但是如果是并列结构，and应该在seems前面吧？

我选的B,但是书上说seeming to be…… 句子缺少谓语，可如果是作为结果的伴随状语呢？

then Baiyong is definitely wrong.

The correct struction of the sentence is:

The fillbuster seems more an anachronism in the age of telecommunications.

"prevails" and "tests" are to modify "pace", "seems" is the only 谓语 of the whole sentence.

我刚刚看了一下白勇的解释，我想并没有解释错，可能是楼主看错了。

具体的解释为：

The filibuster, 同位语，seems more and more ...
a parliamentary device that slows ... and tests ... 作 the filibuster的同位语。

他在排除C选项时用了楼主所解释的动词并列。
