"most students currently enrolled SAY that they participate in some form of community service" does not mean there is the fact that they really participate communityservices. So if the conclusion changes to "Tomas SAYS he will probably participate in community service", E may be a right answer.

I don't think the word "say" matters in this question. I think time frame might matter more. If it changes to the following, it will be right.
