    这题答案是D,我选B。答案怎么会是D? Whoseproject应该要用which?看得我莫名奇妙。请NN指点吧!

B is incorrect.

1:raising water billing修饰 cost, raising这个现在分词,使raising有正在进行的意思,意思上说不通。

2:用whose,意思是工程的费用使水费增减。而用which,意思是工程使水费增加。

谢谢你,经你这么一说,我也觉得Braising不太对。但是whose是指project是不是不太对呢?我记得whose只能指代人的所有格。

补充一点,raising这个现在分词不是表正在进行,而是一般现在时省略主语后用现在分词形式引领分词从句

现在再回来看这一题,我还是支持Bat a cost raising water bills so high that中的raising应该是at a cost that raises water bill的分词形式,省略that, raising改成分词修饰costDwhose怎么看都觉得不爽。还请NN给我点意见

我的理解是这里的cost应该有定冠词the或物主代词限定表示特指,B,C表示泛指,而且一般用at XXX cost of...

I think option D is better.

Because the word "raising" in the sentence of "at a cost raising water bills so high that"  makes people feel confused about whether the "cost" is rasing or  "number of water treatment and conservation projects" is raising.

D has two problems:

1. "whose" refers to what?

2. The city has proposed... whose cost will raise... so high that even environmentalists are beginning to... - "will raise", wrong tense!
