In one state, all cities and most towns have antismoking ordinances.  A petition entitled “Petition for Statewide Smoking Restriction” is being circulated to voters by campaign workers who ask only, “Do you want to sign a petition for statewide smoking restriction?”  The petition advocates a state law banning smoking in most retail establishments and in government offices that are open to the public.

Which of the following circumstances would make the petition as circulated misleading to voters who understand the proposal as extending the local ordinances statewide?

  1. Health costs associated with smoking cause health insurance premiums to rise for everyone and so affect nonsmokers.

  2. In rural areas of the state, there are relatively few retail establishments and government offices that are open to the public.

  3. The state law would supersede the local antismoking ordinances, which contain stronger bans than the state law does.

  4. There is considerable sentiment among voters in most areas of the state for restriction of smoking.

  5. The state law would not affect existing local ordinances banning smoking in places where the fire authorities have determined that smoking would constitute a fire hazard.

The petition advocates a state law banning smoking in most retail establishments and in government offices that are open to the public. 如果被访者在的地方压根木有这些设施,被访者就会无所谓,所以会被be misled to sign or not to sign.

  4. There is considerable sentiment among voters in most areas of the state for restriction of smoking.

  5. The state law would not affect existing local ordinances banning smoking in places where the fire authorities have determined that smoking would constitute a fire hazard.

E:The state law would not affect existing local ordinances banning smoking in places where the fire authorities have determined that smoking would constitute a fire hazard.

different opinion:

Which of the following circumstances would make the petition as circulated misleading to voters [who understand the proposal as extending the local ordinances statewide]?

That means which of the following will mislead the voters who has gotten the the proposal understood as the local ordinances statewide.

Choice C in which says that state will deter the local laws which are much stronger and stricter than state laws. That means the level of limition will decrease not increase, such as extending the local ordinaces statewide.

Which of the following circumstances would make the petition as circulated misleading  voters [who understand the proposal as extending the local ordinances statewide]?     misleading 后面不应该加“to”

Which of the following circumstances would make the petition as circulated misleading to voters [who understand the proposal as extending the local ordinances statewide]?

No,question is asking us to find a chice that get such kind of misleaded.

As the question cited in the argument,“Do you want to sign a petition for statewide smoking restriction?” ,all the people asked will have a clear picture of proposal that will be extended to statewide.

I think both the title of the petition and the question asked by the campaign worker misled the voters to understand the proposal as extending the local ordinances statewide.

and the question is

Which of the following circumstances would make the petition as circulated misleading to voters who understand the proposal as extending the local ordinances statewide?

make petition misleading(adj)是一个make sth adj. to voter who...

Which of the following circumstances would make the petition as circulated misleading to voters who understand the proposal as extending the local ordinances statewide,使petition对那些投票者形成一个错误的引导(引导他们来投票,认为其实是地方法案的延伸,没有改变地方法案),什么样的投票人? The petition advocates a state law,支持一个全州性的法案,所以分析CEC是说The state law would supersede the local antismoking ordinances, which contain stronger bans than the state law does州法案将会取代地方法案,如果这样的话,就不会使得那些投票人产生任何的误解,即理解为改变了地方法案,所以不对,再看EThe state law would not affect existing local ordinances banning smoking in places where the fire authorities have determined that smoking would constitute a fire hazard.
