21. According to the Better Business Bureau, if you fail to advertise the highest price in a range of prices for a service or product as prominently as that of the lowest, it violates the New York Consumer Protection Law.

D的问题在于UNNECESSARILY导致了二对骨肉分离：
1，advertise与它的宾语the highest price
2，as prominently和它的后续部分as...

而C却是月圆人也圆。

c.here prominently modifies advertise.if used as "as pro...the highest price...",the prominently then instead modify the price.

大家看这两个OG 上的句子
og253：refer as clearly to the (noun weather) as the programme....
og156:dirt roads cost twice as much to maintain as paved roads do
可看出 885-12-21并不是修饰语和修饰对象分得太开的问题，如要说分家C中的prominently和advertise分离的也太远了，当初我就是因此才将C排除的，至于修饰对象的问题prominently是副词不可能去修饰price ，而且看og253clearly 明显修饰的是refer而不是weather。
我认为885-12-21的问题在比较对象的问题上出了错，C中比较的是the highest 和the lowest而D中比较的是advertise 和the lowest。如og156中比较的是dirt roads 和paved roads是对等比较和比较的。以上是我的拙见，as ....as....结构我一直没太大把握，希望大家讨论提高。
