这道题的答案是C，但我觉得C中间似乎缺少一个谓语动词。不知道我理解的是否正确？

没什么不对。对advantage 的修饰太长了，就可以省略谓语。

the less the children use drugs, the better the situation is.
the less the children use drugs, the better the situation.
the less the children use drugs the better.
