In an attempt to reduce the crime rate, the governor is getting tough on criminals and making prison conditions harsher. Part of this effort has been to deny inmates the access they formerly had to college-level courses. However, this action is clearly counter to the governor’s ultimate goal, since after being released form prison, inmates who had taken such courses committed far fewer crimes overall than other inmates.

答案是C，可是我越看C越像加强！

文中认为上课使得犯罪减少了，所以不许罪犯上课是不对的。C说的是那些上课的罪犯在没上课之前不会更容易犯罪。把C取非，说那些上课的罪犯在上课之前本来就不容易犯罪，也就是说上课没用，这样weaken了文中结论。

不能上课就不会阻止他们变成罪犯。

也就是说能上课就会阻止他们变成罪犯。

这又怎么不对呢？

还有，取非是只取消一个否定词，还是两个啊？

题目说的是教育其实是可以对一个人的行为产生影响的，

但是前提是这两个比较的对象在都没接受教育前本性是一样的，

如果那些接受教育的人在接受教育前就更容易犯罪，那这样的话就conclude that indeed just the course has an positive effect on the people who are not less likely to commit a crime before taking the course and it cause them to influent their behavior!
