求教:新东方绿皮书逻辑&数学P81,

答案是E. 我没有读懂题,猜了D(尽管idiosyncratic 词不认识),但a different policy 是怎么回事呢?D选项又是什么意思。。那位牛人能帮忙解释一下?小弟感激不尽...

大致意思是:政府的政策是有一群人制定的。那些人制定的政策不好的话,那些人就会下台(be reelected)。于是,如果某一个政策对环保不利 (因为前面讲政策决定了其制订人能否被拥护),那么其制订人必然认为这个政策确保他的饭碗,也就是人民拥护这个政策。D像个绕口令。大多数选举者选一个政客是因为那些哥哥关于政策问题的所持的独到见解?不管怎么说,文中没有提,,
