e不好就在于 ，  你看啊 如果用also establishing 就不和made并列了

但是我查字典，also不是连接词，是副词啊。

所以also应该不能用来连接两个句子，所以也没有并列的需要才对?

我还是有点不明白，可不可以再帮我说明一下?

关键是考一个逻辑的关系
-ing分词在句尾要不是表伴随动作 要不是表伴随结果
显然在这里都不合适
根据意思 应该是和made并列的

谢谢你这么热心一直回我文，我想可能我搞不懂题目的结构。

这样看来，题目要说的其实只是the act of Congress also established
            the Library of Congress.而已

that made provision for …. new federal city, Washington, D.C.作为定语从句修饰the act of Congress

可是原句除了最后的established之外没有其它动词(make在从句里面应该不算吧?)，

那用一个also不是有点奇怪吗?

我的理解是also应该只另外一个动作，所以才选了E(made…also establishing)

真正的理由是如果是e,这道题就没有谓语了

also established，also很奇怪。这题是有点奇怪的。

E的句子重心发生转移,原句的重心在also established,而E的重心在 made provision for the removal of the government of the United States to the new federal city.

另外从语法上来看,2句都没有错误
