说说我对q16的想法。我觉得不能是C。因为前面是costs account for, 如果要对称，应该是加they have。我们看这句的结构，Soaring television costs accounted for more than half the spending in the presidential campaign of 1992，主语costs, 谓语 accounted for, 宾语 (more than) half the spending, 状语 in XXXX

后面 a greater proportion 指代前面的整句，是比例的概念, than 显然应该是比例和比例在比较，也就是说应该是 a proportion which is greater than it has been in previous XXX. 也就是说要用it. 但是D,E不对，因为指代整句。所以看来看去只能是B，省略主语，应为主语谓语一样。
