没有选A的原因是因为:so...that...结构在that从句中如果有情态动词则表结果,有情态动词的话表目的so hard that it makes burrowing difficult or so soft that it could cause,这个could觉得不合适; 逻辑意思上来讲,为了使隧道坍塌好像不合理。
我觉得从逻辑意思上讲,应该强调这种花岗岩土客观的结果,E. too hard, making burrowing difficult, nor too soft, so as to cause,这里的分词短语作伴随结果状语,so as to 也表示结果,逻辑合理, 虽然结果有点不平行,但是逻辑应该是第一的。

我认为应该是D,
A的表达在意思上说不通,应该为:

so...that...之后的东东应该是个"真"的结果.(忘了是在哪里看到过的,好像是这么个理.)
比较一下:He was not so unlucky that he passed the exam. 和 He was so lucky that he passed the exam.
这两句是一个意思, not so unlucky = so lucky
回到原题, not so hard = so soft, not so soft = so hard, 替换后再检查A,发现意思完全不对.
然而,D中as...as表示"...以至于",不要求其后结果为"真".
另外,在否定句中可以用as...as...,只是在肯定句中不能用so...as...
D的结构还是最平行的,舍其取谁?
E中的意思同样存在问题: 伴随状态"making..."应该与"not too hard"意思相同,
