可是D为什么不对呢?OG的解释我有点不太明白。

B是说现在的停车费用已经比乘公交车高很多了.所以即使提高费用也没什么作用.

我的理解:D的意思:反对市长计划的乘公车者认为他们宁愿忍受交通拥挤也不愿交五元的费用。

市长的计划是让开私车的人因为费用提高而放弃开车使用公共交通,而D说的是本来就已经使用公共交通的人,所以是无关选项。
