一个疑问：前后两个内容都属于order的内容，为何一个用虚拟语气而一个用过去时态，难道有省略吗？谁能解释解释，谢谢！

可省略should be

我尝试回答一下你的问题。我觉得这道题是典型的考平行和省略的题。

看到这题以后，我的解题思路如下：

1，读完全题后，心里有感觉如果划线部分用(ordered) that....and that...的平行结构比较好。於是重点看B，E选项。
B中有3处不妥：1，should 多余； 2， with the results being 破坏平行; 3,their的指代有问题。排除B。

2，为确证答案E，再来看A，C，D。这3个选项都不符合平行的要求，而且C，D比A错得更远：句子结构混乱，句意不清晰，而且D中their的指代不清。

这时基本可以肯定E是正确答案。E中句子的后半部分省略了that 和be,句子补全后应该是：

...that the levels of bacteria in seawater at popular beaches be measured and that the results be (published).
