将 per milligram 先取掉。句子就变成了：A new hair-growing drug is being sold for three times the price of what the drug's maker charges for another product with the same active ingredient. 应该明白了吧！

你这里that的先行词应该是price，但是charge没有这种用法，一般charge后面跟money(or fee)之类或直接跟人，用法为charge(money or sb)for sth.

此外，"price of what "means"equal amount money".

这里面that 跟这个题目的用法是不是一样呢？
