Q22:

D.不清楚这里 it 指代什么,如果是law的话那么making the law a crime意思不对, 也不理解make it sth. to do

it在这里是形式主语，代指后边的a United States citizen hold gold in the form of bullion or coins
答案是D吗？

我觉得that makes要比making好
