请问为什么选B，我实在想不通，题目读懂了，可是不觉得B是ASSUMPTION，请问如何理解B取非后会削弱原文？

这道题很绕。。。不过B是正确答案

HOHO,可是如果考试时换一种问法，问SUPPORT，或者WEAKEN还是需要理解的呀。

The scheduled highway projects 指的是已经列入计划待建的项目（也就是没被总统canceled而过关的项目），不同于原文中被canceled的那些项目。B说在这些过关的项目（也就是没被总统canceled）中有很多被中立的第三方评价为浪费的项目 were not mostly projects in districts controlled by the President¡¯s party.言外之意很多都是反对党的选区的。所以总统没有刻意刁难，实在是反对党自己不争气。
