常识：接受率＝接受的某种影片数/送来的总影片数
E的意思是，大部分外国影片被送去那些，只可能选很少影片的种类，也就是说，最后被选上的数目就会少；比如：有些种类是10部选8部，而有些是10部选1部，这样外国影片被选上的就少了，因为送来的总影片数是一样，等于国产＋外国，所以被接受的数量少了，率就低了
属于explanation，要解释为什么明明没有多要国产片，可是最后它占的比例还是高

In choice B,which is insufficient to explain the fact2,just said that more domestic films were sent to the festival.Such amount increase in the overall films sending makes no sense.We can not say that the more films ,the higher rate of acceptance.We don't know how many films were accepted when large amount of films sent to the festival.
Hence B is not a perfect answer to this question rather than E.
So E is the correct answer.

the rates refers to different items separately.
the overall rate of the acceptance for domestic films = the number of domestic films accepted / the number of all the domestic films sent to the festival.And vice versa.
