标题: 请教——奇怪的代词指代？？？

大全里的题：

For most consumers, the price of automobile insurance continues to rise annually, even if
                    free of damage claims and moving violations.

(A) even if

(B) despite being

(C) even if they are
                    

(D) although they may be（C）

(E) even if remaining

对大多数顾客来说，即便没有损毁索赔和市场波动，汽车保险的价格也连年持续上涨。

为什么会选c呢？they指代的是谁？不选a是因为没有be动词（只能用being而being又是大忌）不够完整吗？of后是damage claims and moving violations并列吧？

they指代consumers,不选A是以为free……逻辑主语应是consumer,语法上其主语却是PRICE
