I have another question which i dont quite agree with the answer. Any explanation is highly appreciated!

16. Environmentalist: Many people prefer to live in regions
of natural beauty. Such regions often experience
an influx of new residents, and a growing
population encourages businesses to relocate to
those regions. Thus, governmentally mandated
environmental protection in regions of natural
beauty can help those regions’ economies overall,
even if such protection harms some older local
industries.
Which one of the following is an assumption on which
the environmentalist’s argument depends?
(A) Regions of natural beauty typically are beautiful
enough to attract new residents only until
governmentally mandated environmental
protection that damages local industries is
imposed.
(B) The economies of most regions of natural
beauty are not based primarily on local
industries that would be harmed by
governmentally mandated environmental
protection.
(C) If governmentally mandated environmental
protection helps a region’s economy, it does so
primarily by encouraging people to move into
that region.
(D) Voluntary environmental protection usually does

I think B is also right. Compared with B, why E is more correct? Should we compare among the answers and find out the most correct answer, which means there will be more than one correct answer, whereas we should pick up the most correct one?

economies includes 1. relocated businesses and 2. older local industries.

protection helps economies OVERALL

protection harms 2.older local industries

Answer B only proves the economies are not based on 2 but didn't provide evidence of relationship between protection and 1

B is way off.

Dont lose focus on the stem. No where does the stem talk about general bussiness condition in MOST areas of natual beauty.  B might strik you as correct because of its tone and vibe are very similar to the stem. Watch out for this type of wrong answer choices.

I thought this one was pretty straightforward.

The conclusion: governmentally mandated environmental protection in regions of natural beauty can help those regions’ economies overall, even if such protection harms some older local industries.

It's clear the argument doesnt think the new measure will affect the new business adversely.
